The use of public transportation needs to be increased by the general public so that the use and pollution caused by private vehicles decreases. How could this be achieved in cities where this would be a viable option? Using private transportation in such circumstances is a luxury and should be taxed as such. This money could be put towards better public transportation and keep the price down. Where good public transportation is not available, increased car pooling needs to become the norm. It seems that we turn to increased government spending for everything. If luxury is demanded, than those people need to accept the costs. The number of gas guzzling trucks and SUV's on the road shocks me.
