I struggle with to what extent we hold the user responsible. This is further complicated by the fact that many can experiment with drugs with no long term effects, whereas for others they can be life destroying and/or a death sentence. Time has shown the so called war on drugs is not effectual. I feel the best way is to increase the emotional and mental well being of our population. I further believe this has to be an important part of the curriculum in our schools. From a legal standpoint, I highly doubt that our legal system is capable of controlling the source of these dangerous substances. Perhaps legalization is therefore a better answer. For those already suffering the devastating effects of substance abuse, we need to take responsibility as a society and do what we can to promote recovery.
