If the person is a Canadian citizen (including dual citizens), a permanent resident of Canada, a person registered under the Indian Act , or a protected person (refugee status), then no.
If there status is anything else (visitor visa, worker permit, etc.), and they commit serious criminality and are convicted of that crime, then yes. There should be an appeal process depending on the crime the person was convicted of.
