Prison funding should go towards converting prisons into enforcing more rehabilitation processes and screening to ensure that the people in the prisons have a chance at being rehabilitated and re-entered into society. Otherwise if they have no chance at rehabilitation, there is no reason to keep them inprisoned and using resources and a cell.
