Should there be fewer or more restrictions on current welfare benefits?

If I work my entire life and pay into EI then try to claim it, I can only have it for a certain amount of time - policies should be in place that mandatory drug testing and training/courses etc to maintain welfare payments and only for a short time - it's being abused
