Yes, but Bill C-51 is a bill for sexual assault provisions in order to make it easier for victims of sexual assault to not be smeared or intentions twisted due to a multitude of factors. It's also to help revise "old ways" of writing in the criminal code (towards sexual assault) and make them more modern.
