Should the student fail their course, they should then be responsible for the next term/year tuition. Education is a right, but it also is not a free ride. After graduating the student should then repay 1/3 of their education costs over 5 year period and remain in Canada for 5 years to expand Canada's economy. Indiginous people should be exempt from repaying.
