I feel that the best case scenario would be to rather A) Construct a mini airport island near the coast of Newfoundland, and then have the immigrants scanned there, and then moved to actual Newfoundland, scanned again, and then moved to the main land. OR B) Have the immigrants land in Newfoundland, scanned, moved to the main land, scanned again, and if all is right, they can move forward to the rest of the country. I believe this would be a lengthy operation, however, it would increase the safety of both Canada and its populous, whilst also protecting the immigrants from a hijacking on the plane, thus leading to another 9/11 scenario.
