If drugs exist, the people who want to use them will use them no matter if they are illegal or not. That being said, drugs should be used under supervision in a heavily monitored environment. It should always be illegal to be a drug dealer. Drugs should only be allowed to be purchased from government-runned facilities where the use of drugs should be heavily monitored. Incetivising the use of drugs with the safety of a supervisory figure, knowledge that the drugs are 100% what they are said to be, and a price that no drug dealer can compete with will hopefully drastically reduce the amount of drugs on the streets, the amount of people sent to jail for dealing drugs, and the amount of deaths due to overdose.
