They should only be allowed if they have a real change and can prove it psychologically, however should be watched or regulated for some time and be able to do surprise visits and give limitations until proven worthy.
Also the death penalty is useless, people who are charged of death penalty worthy crimes like previously stated involving woman and children are better off suffering for what they did and dying in jail.
