Should non-violent prisoners be released from jail in order to reduce overcrowding?

I suppose if the jail is on the verge of overcrowding, then non-violent prisoners could be released with some sort of parole or community service, but not fully released, just done so with limitations in place to prevent them from being fully free until they can officially be free and released.
