No, people who have committed first degree murder are not publicly safe, or any level of safe, and for that matter are probably not mentally stable either, and would likely commit another crime (probably murder) as soon as they get any chance to come in contact with the outside world, and their insanity would probably only have been increased due to their many years in stony lonesome, thus reinforcing their desire to murder, or just commit another crime. Therefore, no parole ever for first degree murderers, in my opinion at least.
