On the one hand, I want to say yes, since the Canadian Government(s) could probably milk more money out of the rich, and hence gain more money to use on other important things, but on the other, I want to say no since this is kind of cruel and unusual punishment to people that just happen to have more money than others. I mean you should not be punished for having lots of money, you should not have to lose more because you have more, and being rich does not seem like the kind of thing that should be a bit risk/reward-y, I mean you have more money, but you also have to lose more. It just does not sound right, or fair, so I think I will say no just because of how unfair that sounds to the rich.
