Should non-violent prisoners be released from jail in order to reduce overcrowding?

this questions depends heavily on the situation and severity of the crimes committed

If there is a threat to the community by being released they should not be allowed to leave, but if there is no threat to the people an accommodation of house arrest or parol could be considered acceptable.
