it depends on their lifestyle (ex. if they're not making money because they're a substance abuser then no, but if they're under class because of something like their race then yes)

No, but they should educate people on managing finances better and provide homes with fairer pricing (condos, appartements) for people with lower incomes.

They should provide a head start to for first time home buyers to get into the market but I don't think they should be given a full grant every time.
