I do not think that the government should subside for the people making less money but maybe implicate a few homes that are more affordable for this reason

They should subsidize the homeless, and very poor who can barely get by paying bills. For example, those who make less than 40k a year.

It depends on their situation, we should not just tax the rich, although we still need to help people and their basic needs.
depending on how much a man makes, if a man makes less 50,000 will get better support than a man who makes 100,000
