Maybe have incentive programs for 1st time buyers and young people to keep the economy stimulated, like in early 80s...AHOP program, or less required for down payment, many youth can pay as they work and may even make good money but at such astronomical prices, they will take decades to get the down payment. Also, for a short time, maybe limit the number of homes per one person, as they buy them and hold those who don't have all that cash hostage so you are forced to only rent while they get richer and prices rise and youth NEVER get to own...
