Elect, by the people of each individual province that they are suppose to be equally representing during an election.

The Prime Minister should not be allowed to be the only determinant of who is appointed.

Each province should be allocated an equal number of senate seats and senators should be elected by the electorate in their corresponding province. This adds senatorial independence, yet accountable to the electorate.
