Yes, I personally do not care. I think there's an unfair biological advantage between the two genders but if people want it it wouldn't really matter. Different leagues can be created and different forms of competition between all genders and between separate genders whatever the market dictates. And the market is regulated by where individuals spend their money.

Yes, this should be the decision of the hosts of the competitions, not a government mandate

Regardless, the decision should be made by athletic organizations with no government involvement.
