I think if someone from another country has a very bad record in crime and can be a threat they shouldn't be allowed to enter another country. But we cannot base this off looks, race, religion, etc.

Immigrants should have to contribute to Canada in some capacity through volunteer hours or take part in some part of cultural initiatives as part of their PR application. This would allow for a deeper understanding and respect of Canadian culture.
