Immigrants should get a background check, but it should be easier to accept refugees fleeing from war torn countries. They could receive additional background checks throughout their time in canada to ensure they are including themselves in society.

what should be done is better screening and to make sure they will culturally will acclimate,
We dont want people who will bring their troubles with them regardless where they are from.
People here are lgbt friendly but alot of places in the world are not, dont bring people who refuse to accept the canadian way.

it should be for skilled workers with no criminal history from the countries they are coming from and beliefs of power, control or harm over children or women. they need to be tested on this
