Judges in the U.S. are required to base their sentences on the Federal Sentencing Guidelines, mandatory minimum sentencing laws, or both. Both people who have drug possession or are drug dealers or whatever still go to jail. But, Drug dealers should have a longer of a prison sentence than drug users.

Yes, for dealers. Those who have been caught using should be required by state to get clean and stay clean for 5 years. Other laws should be put in place for not following the protocol and/or relapsing after the 5 years

I believe instead of putting people charged with drug posession in jail and then letting them out, programs should be in place in jail so that they can become clean and never have to go back, reducing overcrowding over time.
