Yes with permanent resident status if a citizen of a country that cancels citizenship if a second citizenship is attained.

Yes, but only after living here for 15 years since Canadian citizens can’t won’t until the age of 18. It should be relatively the same amount of years of residing in a country as the length of time a citizen has been alive to vote.

Yes, they should be allowed to vote only in local elections and then after 2 years of residence, they can vote in any election.

Yes, but only if you pay taxes and you live in the country minimum 6 months within a year.

Maybe after a certain amont of time. 5 years or more might be a bit much but if a foreigner just moved to Canada during an election then I would think not because they don’t know the status of Canada and what needs improving. They need to settle longer before they can full on vote at all elections.

Not on a federal or provincial level. However on a municipal level I don't see an issue. If they are participating in the local economy, they should have a say in how those resources are allocated in their immediate community.
