No, but if they pay taxes and have been living in the country for 5 years they should have to right to vote.
They should be able to vote if they intend to reside in Canada in the immediate future

Yes- Because foreigners know what is going on in their home country and if they get to raise a their voice in their country so that we can prevent the problems here than that will prevent those big problems in the future.
