No, only legal citizens should be allowed to vote, and/or at least after 5 years of living here! Continue with Voting IDs as well for ALL Canadian citizens
if they are paying taxes they should be available to vote

after 1 year if living here
only if they're here on an immigration visa and do plan on living in Canada for longer than a year
