I think it depends on the length of their residency and whether or not they are here legally. I think if you are brand new to Canada, legally, then you should wait at least a year.

Only Canadian Citizens should be allowed to vote in Canadian Elections. Foreigners that are here for visiting, work, or foreigners here with refugee status should not be allowed to vote.

Yes, only after living in the country for more than 5 years , and they should not be allowed to vote in the local elections because there understanding of Canada is and still remains not as strong.
