I think they should be here for a certain amount of time, like over 5 years, or in the process of becoming a Canadian Citizen as it is a very long process.

Yes, but only if they are a registered Canadian citizen or are remaining a Canadian resident for at least 2 years after the vote.

I believe that they should be allowed to vote after given a brief course on all political parties so they can form their own opinion without feeling confused
