I feel provinces should try out a two-institution model: A zero-cost institution of volunteers/fresh instructors, paid-by-provincial-taxes and a privatized institution, so each province can see which model works better for them.

i think it should be federal and provincial because the Federal government tried to wipe out an entire race through "education" so then they will not have full power incase history repeats itself

Federal, to guarantee consistency countrywide and to support post-secondary institutions that need it, but not to regulate or interfere with the type of education being presented.
