Both levels should play a supporting role in managing accessibility and positive student outcomes if we want to have a wealthy, educated population.

The government has nothing to do with the responsibility of post secondary education and it should stay that way. Government loans aren't the same thing.

It should be free. Student debt sucks. Places such as Czech Republic have FREE EDUCATION!!!
