Universities are being more and more out dated, we should focus on alternative education strategies and BA equivalencies, if you can learn 90% of a university degree online for free then their is something wrong with the system

No. Capping tuition rates is a tax break for the wealthy. To improve access it should provide bursaries to poor people.
