If the government fails to raise taxes on the rich, then the poor will be unfairly targeted with money they cannot afford to spend.

A flat tax may seem "fair", the wealth gap is far to wide to be treating someone barely at or above the poverty line the same as someone with a substantial income each year. There are far too many loopholes for the rich and wealthy individuals and corporations.

While on the surface a flat tax treats everyone equally the reality is that the top percentages of the population should give more of a percentage than the people in the lower percentiles of society. A flat tax would likely leave the poor paying slightly more tax and the wealthy to end up writing more of it off anyways. Progressive taxation is needed so that society can move towards true equalization.
