I think they should screen anyone they feel is a risk of being involved in terrorism, not just specifically one group of people.
Not all terrorists are Muslim, and banning people based on religion could also be unethical. We should screen out potential terrorists better and more effectively, but we should never single out a certain race/religion

No, banning someone based on their ethnicity or religious beliefs is not legitimate enough reason, but I think countries that are at high risk should be put through a much thorough screening process. As well, the government needs to be working on strengthening the screening process in general.
