No. Anyone skilled enough will find a way through and that making it harder for legitimate people is not the way to fix it. This can only truly be fix by more transparency between governments and their emigrating population

There is no "correct" answer to this question, as in Canada we have a Charter of Rights, and not a constitution.
We should never ban anyone based on their religion, as in Canada we have a right to choose; however, the government must improve their screening of anyone looking to enter Canada.
