It makes sense because why would you bring in a foreign worker when a Canadian is already willing to work. The foreign worker will most likely send money back to their home country benefiting the other countries economy.

Just because we are a large country doesn’t mean everyone needs to be admitted. If Canada is losing out on skilled workers, especially due to the number of people in the workforce nearing the age of retirement age of retirement issue, then the focus must remain purely on getting skilled workers that actually have a shortage, and in this case, temporary foreign workers should be permitted
