Yes
If someone is born a male, they have more testosterone and are typically stronger/bigger than females

Should transgender athletes be allowed to compete against athletes that differ from their assigned sex at birth?
Yes, but only if their hormone levels are equivalent to those in the gender category in which they compete
Then they should go on trial and a judge should decide if its appropriate and fair for them to participate in female sport. Same for vice versa.
