Should non-violent prisoners be released from jail in order to reduce overcrowding?
No, transfer them to under crowded prisons instead
so you wanna transfer them to other prisons so they can start to crowed those ones to and never truly fix the problem but just prolong it? make it makes sense

the amount of money we would waste doing this is just not worth it when we have cheaper alternatives that would make things so much better
