Being able to own and use a gun should be similar to the process of getting your license and being trained to drive a vehicle.
Thats pretty much exactly what we currently have, except PAL requires background checks

This makes no sense. Purchasers are already trained, licensed, and have background checks run on them. Have for a long time.
