Should prisoners serving life sentences for first degree murder be eligible for a parole hearing after 15 years?
No, it should be 25 years. 15 feels a little too short, but there is always a chance for someone to change. There would need to be a psychological evaluation.

Should homeless individuals, that have refused available shelter or housing, be allowed to sleep or encamp on public property?
Yes, but the government should provide places for them to reside specifically, and provide food, clothing, and medicine.
