Within reason. If you created a new one, definitely yes. For those currently in production/use, less so, just enough to encourage.

No, not unless they include a minimum of 30% recycled materials as well.

Yes, but needs to be regulated and publically posted so that private citizens can avoid the area if they don't want to be recorded.
