Yes, only if proper resources are in place to drug abuse should be treated as a health issue, not a criminal issue. Look at Portugal as an example.

Yes, this is necessary to reduce the drug overdose death rate, however drug abuse should be treated as a health issue as well as a criminal issue and they should be taken to serve their sentence in a rehab facility, otherwise this would encourage drug use and would lower funding for rehabilitation centers

No, this is not a solution. Drug abuse should be treated as health issue but simply allowing safe injections doesn’t solve anything.
