They should cut CEO's, waste and buerocracy so the money they do spend on health is actually going to keep people healthy.

Instead of spending more money by giving to existing staff to keep them there, give that money to the Universities so they can train enough chairs to allow all of the Canadians who want to enter the healthcare system. This increases the supply of available doctors and nurses, which prevents the staff shortage in the first place.

Mostly no, but it needs to be more involved in how it is spent by implementing conttaints and restrictions in how provinces spend the allotted funds where in there jurisdiction to do so
