Yes, and adjust it every year according to inflation but also adjust the rate of inflation depending on the need of the worker and age bracket. A high school student doesn't need to be making $30/hr if that was the min wage.

I think it depends on the circustances. Depenidng on numerous factors such as if you are working to support yourself or your family or if you're just getting your first job and its main purpose is to develope experience it should be adjusted accordingly. It also depends on other factors such as inflation.
