Nationally funded offerings to essential infrastructure and services should be required. The free market fails when the costs required to compete incentivizes business owners to prioritize repaying investors/loans over customer satisfaction. By having a nationalized option, we can set a bar for the private market to compete against, with the incentive of the nationalized option being that these essential services are required for the country's function, and should the service degrade, it would negatively impact earning potential of citizens and by extension also lower taxable incomes.
Essentially, if society can not function without a service. The government should ensure that service is provided.

This is a retarded question. Costs get thrown down the ladder to the consumer aka citizens. You can carbon tax the privatized company but they will increase energy prices to the final consumer which in turn creates a never ending cycle of BS.
