I believe immigrants from high risk countries should simply be faced with background check and not immediately be set aside with the group of potential terrorists. This reasoning comes with the fact that most people who come from a high risk country try to find refuge, a better life, and better job opportunities. However, to avoid potential terrorists due the the high probabilities of them trying to come in, a throughout background check could be required.
