It depends, but I think it should follow how the US does it when it comes to ensuring that people are paid properly because if we make people pay more, then it deters people but if things are made to be efficient, then people wouldn't mind paying more because it saves them time, but the main issue is putting that into action, so a temporary solution would be to update infrastructure by making old systems have proper network connections in the case of Japan's strategy and allowing people to spend an amount based on what's less expensive, instead of constantly raising taxes because of inflation, though I don't understand the question.
