Yes because many community programs could benefit lots of people and there are a lot of cops that seem to be more worried about the people on the road and vehicles rather than the bigger criminals who rob, assult, kill, etc. From my experience there are more cops trying to catch people speeding or finding broken tailights than trying to catch criminals that are way worse then the people who speed so I feel that if they aren't going to worry about the bigger criminals then they shouldn't get all of the funding money.
