The better approach would be:
1. Create a heavily regulated legal market for certain substances
2. Maintain bans on the most lethal/dangerous drugs
3. Allow controlled use of psychedelics in appropriate therapeutic/medical settings with proper oversight
This would help eliminate black markets while providing safer access through legitimate channels, similar to how alcohol and tobacco are currently regulated.
