Should funding for local police departments be redirected to social and community based programs?

i believe there should be an off shoot of police officers who are sent alongside in case of a persons

crisis. though i do believe both parties should be armed with lethal and non lethal tools and devices in case of a risk to the officer and crisis handlers life .
