The US has no ability to control who is given European Union citizenship, and therefore it may have lower criteria for citizenship than would normally be allowed in voting. In addition, voting rights are earned by commitment to the country which can be gained through engaging in the process of becoming a citizen. An EU citizen can be in the country with no commitment or ties and should not be allowed, purely on the basis that they have ties to another country, to vote in the US.
