The alternatives come in higher numbers so the emissions savings is negated by the additional clean up cost. The easiest option is to put the issue on the consumer, ie rather than have companies change their plastic waste which in turn funnels down the cost, just force the consumer to put up with the change. On top of the fact the plastics listed can not be listed as a toxic substance so can't be banned for environmental risks
